A shocking environmental disaster has landed a Quebec company with a hefty fine. But was it enough?
In a recent ruling, a court fined a company a staggering $1.35 million for multiple chemical spills into a western Quebec river. The company, Superior General Partner Inc., owned and operated the Erco Mondial chemical plant in eastern Gatineau, Quebec, and was found guilty of discharging sodium chlorite, a harmful substance, into the Lièvre River on 12 separate occasions in 2019. This violation of the Fisheries Act sparked a detailed investigation by Environment Canada.
But here's where it gets controversial: The company claimed that equipment failure was to blame for the spills, which occurred between June 27 and July 19, 2019. However, it took them five days to notify Environment Canada about the leak, raising questions about their response time and potential negligence.
The investigation revealed that the chemical, primarily used as a textile bleaching agent and disinfectant, is considered highly toxic to fish. This discovery is particularly concerning given the river's diverse fish population, including smallmouth bass, brook trout, walleye, and muskellunge.
In the summer of 2019, thousands of dead fish were found in the Lièvre and Ottawa Rivers, sparking a separate investigation. While Environment Canada did not directly link the chemical spills to the fish deaths, the timing and proximity are hard to ignore.
Laura Reinsborough, CEO of the non-profit Ottawa Riverkeeper, praised the federal government's efforts in completing the investigation and imposing the fine. However, she also expressed a desire for further clarity on the events that led to the fish kill, indicating that questions remain for both the Quebec and federal authorities.
The company and its technical director at the time, Jean-François Roux, were also charged with failing to inform federal authorities about the spills promptly. Roux received a $15,000 fine for this offense.
As a consequence of their actions, Superior General Partner Inc. will be added to the environmental offenders registry, and the fine money will be directed to the government's environmental damages fund.
