Yesss agree, Draco isn't hot while Tom Felton is. However Draco is still (in my opinion, based on how I visualize him) attractive, but not like aggressively so. Whereas Tom Felton is agressively attractive. I think Draco's appearence is based on ones relationship with him. If you hate him he's ugly, but if you like him, you appreciate the way he looks.
I mean, he's not ugly, but he's no Cedric Diggory.

I think he's hot from my imagination, everyone see everything different, and I didn't watch movie - I know the books only.
In my imagination: Draco is the most attractive boy while Hermione is the most attractive girl.
