adjective

in this context.

Keep me informed.
Make me happy.

Why is only the second one [STRIKE]is[/STRIKE] correct?

Do you mean the verb after "keep" [STRIKE]can not[/STRIKE] cannot [STRIKE]use[/STRIKE] be in the present tense?
