GENERAL INFORMATION
As of March 5, 2015 Indianapolis Housing Agency (IHA) requires online pre-applications for all Subsidized Housing, Affordable Housing and Market-Rate applicants.
Subsidized Housing: Rent is based on your income. Income limits apply for the household.
Affordable Housing: Rent is based on a flat rent amount per bedroom size. Income limits apply for the household.
Market-Rate Housing: Rents are based on the comparative market analysis. No income limits apply.
If you have recently completed an online pre-application for housing and need to check status or make changes, click here.
It may take up to 24 hours to process your pre-application. If you are not able to access the applicant portal, your application may have errors that prevented it from being processed. If you created your account on the applicant portal and you cannot access your account, please check to see if you have the correct:
- Username
- Password
- Last 4 digits of your social security number
- Date of birth
- Last Name
If you are still experiencing an error, please contact the community to which you applied. The contact information is on the IHA Communities tab under Contact. You may need to re-apply.

ONLINE PRE-APPLICATION
The IHA's online pre-application allows you to apply for housing with open waiting lists including Elderly Disabled Public Housing- Subsidized, Family Public Housing-Subsidized, Affordable Housing and Market-Rate Housing.
The applicant guide includes all of the information you need to complete a pre-application. You can complete an online pre-application by visiting one of our IHA communities on the days indicated on the IHA Communities page under each community or by clicking here. Applicants with disabilities that need assistance in completing an online pre-application or who do not have computer access can be accommodated at any of our communities during these same times.
If you are interested in applying for housing, follow the instructions carefully and consult the Pre-Application Guide to learn how to choose properties and programs. You must provide all of the information requested, and you must register and complete your profile on our Applicant Portal within 24 hours of your pre-application to ensure we can contact you. We will not notify you if we cannot add your name to the waiting list as a result of missing information or inappropriate property selections.
REQUIRED INFORMATION
After gathering all required information, completing the online pre-application should take no more than 30 minutes. All information is securely stored and will only be used to add your name to our waiting lists.
Be prepared to provide:
- The following information is needed for all persons who will be living in the unit:
- Name
- Gender
- Dates of Birth
- Relationship to the head of household
- A current mailing address and telephone number where we can reach you
- Whether anyone who will live with you has a disability, is elderly or is working
- Gross family annual income (from all sources)
- The following information is needed to verify income, deductions, and family composition:
- All Employeers (name & address)
- Banking information (name & address)
- Any other sources that could be needed by IHA
- Race and ethnicity of the family head
- Social Security Numbers for everyone who will live in the unit
FINAL APPLICATION / SCREENING PROCESS
When an applicant's name is drawn from the waiting list for a particular community, he/she will be contacted by mail to begin the eligibility process. The information provided to IHA by the applicant will then be verified for accuracy and eligibility.
Eligibility:
All adult family members must meet the following federal guidelines and applicant screening criteria:
- Be a family as defined in IHA's Admissions and Continued Occupancy Policy,
- Meet HUD requirements on citizenship or immigration status,
- Meet the applicant selection criteria and complete a full application,
- Meet student status criteria,
- Meet the screening requirements related to criminal activity and have acceptable prior rental history,
- Not have any family members engaged in any criminal activity that threatens the life, health, safety or night to peaceful enjoyment of the premises by other residents, and not have any family members engaged in any drug-related criminal activity,
- Satisfy all oustanding debts owed to IHA, and
- Have an annual gross income that does not exceed income limits established by HUD (income limit charts are available on IHA's website or at each community.
UNIT OFFER
Applicants can apply for as many properties as they wish, but should only choose communities in which they are willing to live. Once the screening process is completed, IHA will offer all available units in the appropriate bedroom size on a first-come, first-served basis.
